docs: mention release reactions in the REACTIONS setting (#598)

Documents the `[ui] RELEASE_REACTIONS` setting added in https://github.com/go-gitea/gitea/pull/38415, which sets the reactions available on releases (default `+1, laugh, hooray, heart, rocket, eyes`). `REACTIONS` now only covers issues, pull requests and comments. Updated in English, 简体中文 and 繁體中文.
