Lunny Xiao	a1ef3a26ef	Remove duplicated runner docs (#479) ... The `usage/actions/runner` has duplicated runner documentations as `/runner`. This PR remove the duplicated content and leave obtain registry token in `usage/actions/runner` and runner install/configurations in `/runner`.
