https://gitea.com/gitea/runner/pulls/1358 mirrors every built-in `GITHUB_*` variable as `GITEA_*`. The variables page now lists both names for each, in the same paired style as the context table.
It also adds variables that runners already set but the page left out (`*_ACTOR_ID`, `*_REF_PROTECTED`, `*_REPOSITORY_ID`, `*_REPOSITORY_OWNER_ID`, `*_TRIGGERING_ACTOR`, `*_WORKFLOW_SHA`, `ACT`, `ImageOS`, `RUNNER_DEBUG`, `RUNNER_ENVIRONMENT`, `RUNNER_NAME`, `RUNNER_WORKSPACE`, `TRACEPARENT`, `TRACESTATE`).
Examples copied from GitHub's runner (`/home/runner/work/_temp/...` paths, `__run`, `ghs_***`) are replaced with the values gitea-runner and Gitea actually produce, using placeholder users, repositories and instance URLs.
The zh-cn and zh-tw pages get the environment variable section they never had.

Packages belong to the owner, so a team's packages permission covers every package of the organization, regardless of the team's repositories. State that in the access restrictions section, matching the team settings change in https://github.com/go-gitea/gitea/pull/39953.
The old note announced a dedicated team permission for finer control, which has existed since the packages unit was added, so it is replaced.

The runner pages had drifted from the runner. They claimed Podman is unsupported, a registration retry limit of 10, a `container.env` proxy override that has no effect, and they used the deprecated `generate-config` command, while the actual instructions were buried under implementation details.
The develop and 5.x pages are rewritten from the current runner sources (`main` is `v5.2.0`). They are shorter and aimed at operators, with a new page covering what jobs get. The reference generator now documents the `config` command, and the quickstart pages in every language use the `gitea-runner` binary name.

Document the OpenID Connect tokens that Gitea Actions jobs can request since https://github.com/go-gitea/gitea/pull/39052, so they can sign in to cloud providers without long-lived secrets.
- Add an OpenID Connect page covering how to trust Gitea, request a token and match its claims
- Document the `id-token` permission scope and its maximum
- Translate both for zh-cn and zh-tw, which still listed `id-token` as unsupported

Fixes https://gitea.com/gitea/docs/issues/386
`gitea.event` was documented as `{...}` only. Adds an "Event payload" section listing the commonly used fields per event, including `gitea.event.schedule`, and notes where Gitea's payloads deviate from GitHub's.
Also corrects the trigger event table:
1. `pull_request` takes `synchronize`, not `synchronized`
1. `workflow_run` also emits `in_progress`
1. `schedule`, `workflow_call` and `pull_request_target` were missing

This adds explanations, that were missing regarding Token scopes and the packages feature requiring a token with said scope. Also added a missing explanation, that tokens can be created in the user interface, not just the API. The reason this PR is created was due to misunderstandings around the package feature, that arose during the discussion in https://github.com/go-gitea/gitea/issues/32048 .
This PR aims to clarify the misunderstood points around tokens, scopes and the package feature.
During the creation of this PR bug https://github.com/go-gitea/gitea/issues/32078 was found, the scopes are always reported as `null` during the response of the initial `POST` to create the token.
