Document Actions artifact previews added in https://github.com/go-gitea/gitea/pull/36754, including supported content, authentication and sandboxing behavior, navigation, and size limits. Also document the `ARTIFACT_PREVIEW_MAX_SIZE` configuration option so administrators can limit or disable previews. Documents the settings changed by https://github.com/go-gitea/gitea/pull/39426: `EGRESS_MODE`, the `[migrations]` `ALLOWED_HOST_LIST`/`BLOCKED_HOST_LIST` replacing `ALLOWED_DOMAINS`, `BLOCKED_DOMAINS` and `ALLOW_LOCALNETWORKS`, and the host list syntax with ports, CGNAT and reserved addresses. silverwind	c3d9115328	docs: update defaults changed by the install page refactor (#565) ... https://github.com/go-gitea/gitea/pull/39400 made registration disabled by default, switched the session provider default to `file`, and derives `SSH_DOMAIN` and `NO_REPLY_ADDRESS` from `ROOT_URL` now that `[server] DOMAIN` is gone. Updates the next and v28 cheat sheets with the wording from `app.example.ini` in https://github.com/go-gitea/gitea/pull/39456.
