Documents protected branch deletion and system users in push, force-push and deletion allowlists, added in https://github.com/go-gitea/gitea/pull/39243 and https://github.com/go-gitea/gitea/pull/39735 (both merged).

Updates the Actions token permissions guide and audit actor names to match.
