When using *STATIC_URL_PREFIX* to load assets, some UI elements will stop working, as described on the Gitea server on Discord: https://discord.com/channels/322538954119184384/322910365237248000/1305896452400218122 The fix is, to disable *ui.notification.EVENT_SOURCE_UPDATE_TIME* by setting it to *-1*. This PR adds that information to the _configuration cheat sheet_. The fix is needed in Gitea 1.22.3. I do not know about previous versions.
