Follow-up to https://gitea.com/gitea/runner/pulls/1362, whose crash e2e missed because it only drove the daemon on Docker.
- `dispatch`, `failure_paths` and `reusable_workflow` run through the daemon and `exec`, each on Docker and one shared k3s cluster.
- Fixed sleeps become gates the test releases, the job timeout uses a 15s runner deadline, k3s boots alongside Gitea, Gitea's data is on tmpfs.
- Outside a container, `make test-e2e` runs `go test` in a Linux container on its own network like CI, so local runs take the same paths.
Local wall time:
| | Before | After |
|---|---|---|
| Suite | 84s | 27–35s |
| `job_timeout` | 64s | 17s |
| `reconnect` | 22s | 4.5s |
| `capacity/serial` | 20s | 2s |
| `cli_shutdown_drains` | 14s | 2.3s |
| `kubernetes` | 31s | 21–23s |

`gitea-runner exec --no-skip-checkout` panics with a nil pointer dereference on any job that calls a local reusable workflow (`uses: ./.gitea/workflows/x.yml`).
Fetching a local reusable workflow from the instance was gated on `NoSkipCheckout`, but it reads the repository and SHA from the task's preset context, which only the daemon has. `exec` always has the workflow on disk, so the fetch is now gated on the preset instead, and `--no-skip-checkout` only governs checkout again. Daemon behavior is unchanged.
The `exec` e2e test now also runs the existing reusable caller/callee pair with `--no-skip-checkout`.

Extends the e2e suite with scenarios for host labels, local `workflow_call`, label routing, `runner.capacity`, a dropped and restored connection to Gitea, and the daemon's `--once`, `--labels` and `shutdown_timeout` behaviour.
Stacked on https://gitea.com/gitea/runner/pulls/1346, so its commit shows here until that merges. The new scenarios pass locally against gitea/gitea:latest and main-nightly.

`exec` forwarded the toolkit's ArtifactService calls to an instance it never registered, and its random runtime token held no backend IDs, so `actions/upload-artifact` and `actions/download-artifact` v4 and later failed.
The local artifact server now serves the v4 API, including the single Put Blob uploads docker/build-push-action uses. `exec` gives each workflow its own unsigned JWT runtime token and artifact run, so artifact names conflict and carry over between runs as on GitHub. Artifacts default to a temporary directory instead of the workspace that jobs copy.

The e2e suite started the runner in-process and never exercised failing jobs. This adds a scenario that builds the binary and drives `register` then `daemon` against the Gitea fixture, and one for failed, skipped, continue-on-error and timed-out jobs.
Verified locally against gitea/gitea:main-nightly.
